Three Top City-Appointed Leaders Renominated

Minneapolis Mayor Jacob Frey has proposed reappointing three of the city’s top administrators: Toddrick Barnette as Commissioner of Community Safety, Margaret Anderson Kelliher as City Operations Officer and Kristyn Anderson as City Attorney. These three city officials report directly to the mayor and oversee all the city departments outside of the offices of the Mayor, City Council Members, City Auditor and City Clerks. The City Council is expected to set public hearings on Frey’s nominations on March 24.  This includes Public Works, Community Planning and Economic Development, Health, Police, Fire, Civil Rights, Finance, Property Services, 911 and many more. 

If reappointed by the city council they would serve for a four year term ending January 2030.

Community Safety Commissioner    $334,753.12 - $396,828.64 Annually

The Community Safety Commissioner will report to the Mayor and lead the Office of Community Safety within the City’s new government structure. The position will oversee five departments -including Police, Fire, MECC (911), Office of Emergency Management, and Neighborhood Safety– to provide a comprehensive and collaborative community safety approach to Minneapolis and its residents.


City Operations Officer   $306,059.52 - $362,814.40 Annually 

Under the Mayor’s direction, the City Operations Officer is responsible for the efficient, effective, and equitable administration of City government. This includes working with the Mayor and City Council to develop short- and long-range goals and objectives; developing priorities with the policy makers on legislative proposals at the state and national levels; and directing the preparations of the City’s budget under the Mayor’s guidance to ensure financial soundness to meet core service needs and objectives.

City Attorney   $211,608.80 - $250,850.08 Annually

The City Attorney and the legal department under their direction provides leadership, oversight, and management over the legal affairs of the City and serves as the exclusive attorneys for the entire enterprise: Mayor, City Council, Departments, Elected and Appointed Officers, Boards and Commissions.
